The newly-released Empowering Learners for the Age of AI is more than a framework - it’s a call to action. Developed as a joint initiative by the European Commission and the OECD, with support from Code.org and leading international experts, this resource offers a globally aligned, forward-looking roadmap for building AI literacy across K–12 education. Whether you're in the classroom, designing curriculum, or shaping policy, this framework gives clear, practical guidance to help prepare today’s students for a world shaped by artificial intelligence.

👥 Who It’s For

This framework is designed for all K–12 educators, administrators, curriculum developers, and education policy leaders. Whether you're a teacher or policy maker, this framework supports student learning with and about AI, in any discipline.


🧠 The Four Domains of AI Literacy At the core of the framework are four key domains that help define what it means to be AI literate:


  1. Engaging with AI – Using AI tools effectively, critically, and ethically in everyday life, learning, and work.

  2. Creating with AI – Harnessing AI to support creativity, expression, and problem-solving across disciplines.

  3. Managing AI – Understanding the ethical, legal, and societal implications of AI - and developing the skills to make informed decisions about its use.

  4. Designing AI – Exploring how AI systems are built, including foundational technical knowledge, data literacy, and opportunities to shape or customize AI behavior.

🔗 Connections to Other Topics

This framework builds on related domains like computer science, data science, media literacy, and digital citizenship. It aligns with existing standards including ISTE, CSTA, and AI4K12, offering a foundation that integrates with what educators are already teaching.
